Expand Interoperability of Hosted Scientific Documentation

Documentation is a core part of the value of scientific software. Read the Docs works to make documentation better for all users, and has heavy usage in the scientific Python community. This work will expand the value of Read the Docs and documentation via two major areas: writing code to make linking between scientific Python documentation more powerful and usable, and undertaking advocacy work in the scientific community around documentation to improve its overall quality and interoperability.
